ALS Passing Rate sa Batch 2016, Ibinaba ng DepEd sa 60%

Ibinaba ng DepEd ang passing rate sa 60% para sa mga kumuha ng ALS A&E Test batch 2016 na ginanap noong buwan ng Nobyembre 2017 mula sa naunana nang itinakda na 75%. Ito ay pagkatapos umani ng batikos ang DepEd dahil sa napakababang bilang ng mga pumasa sa naturang eksaminasyon noong nakaraang Nobyembre. Ayon sa datos ng DepEd mula 38% na passing turnout sa elementarya sa nakaraang pagsusulit ay 16.5% lang ang pumasa sa elementary level samantalang mula 57% ito ay bumaba naman sa 15.6% ang pumasa para Junior High School.

Kaugnay nito, nagpalabas ng statement ang DepEd sa pamamagitan ni Sec. Leonor Briones na kaagad niyang ipinag-utos na suriin ang mga posibleng dahilan ng labis na pagbaba ng mga passers ng ALS-A&E Test noong nakaraang Nobyembre. Ayon sa kanilang pagsusuri maraming naging dahilan ang naturang pagbaba. Narito ang mga pangunahing dahilan ayon kay Sec. Briones:


" 1) The language used in test questions for Math and Science were changed from Filipino in the previous tests to English in the current test. The negative impact of this was very pronounced in the elementary level examination.
2) The time gap between the time of completion of ALS interventions and the current test was prolonged because of a number of postponements in test administration.
3) There was a change in the technical reference of, as well as significant increase in, the passing score for the test.
4) An initial comparison of the test questions show a higher degree of difficulty in the present test than the previous one.
5) There were shortcomings in adequately communicating the assessment changes to ALS implementers.

Given the above, I am announcing the change in the passing score from 75% correct answers (relative to total test questions) to 60% correct answers in the November 2017 A&E Test. This is to align the present test with previous standards, as well as to mitigate the unfairness to the examinees brought about by the circumstances mentioned. This same passing score shall be applied to the March 4 and 11, 2018 A&E Test. "

Idinagdag pa ni Sec. Briones na ang 60% passing score sa pagsusulit ay katanggap-tanggap.

Kaugnay nito, ang lahat na hindi pumasa sa A&E Test noong Nobyembre 2017 base sa bagong passing rate 60% ay pinapayagan ding kumuha ng pagsusulit bilang mga walk in sa Marso 4 basta magawa ang mga kinakailangang dokumento sa mismong testing site bago maisagawa ang eksaminasyon.

Sinuspende rin ni Sec. Briones ang implementasyon ng DepEd Order No. 55 S. 2016 patungkol sa 75% passing rate ng A&E test habang sinusuri ang mga detalye ng implementasyon ng ALS.
